Did it turn on by default with the October feature update, or with the last CU (March 12)? I don't know.
I wouldn't know. As I said, I turned it on when it first appeared in 1703. However, until 1809 it was difficult to find out exactly what had been blocked (and needed whitelisting). It's not always the obvious .exe. For example, in LibreOffice it is soffice.bin. Now in 1809 when you click on 'Add an allowed app' it offers you a list of the recently blocked apps to choose from.

I started to get notifications from it only in the last week, so that leads me to believe it was recently activated, but I couldn't say for sure , as I didn't pay it any attention til now. I have already added a few exceptions now though.

It sure would be nice if there was an easy way to backup and restore the whitelist, to expedite clean installs and deployment.

    Export the registry key:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Defender\Windows Defender Exploit Guard\Controlled Folder Access\AllowedApplications
