    Yes, I agree. Not sure how to proceed so maybe it's time to 'throw in the towel'. However, I am one of those that does not want to give up.

    Whilst you could capture all activity with Procmon, that is an enormous log. It can be filtered, but on what basis. It would certainly show all registry access, but finding anything relevant would be a challenge...

    You might try thinking back to see if you've ever had any security solution installed, then search for remnants of that.

    This was thought of this also. I have never deliberately used another AV program but I remember a few times where I was installing another software tool and accidentally 'started' and AV install only to back out. So, I chose a handful of likely AV vendors removal tools to check for remnants.

    So, there is no Boot log style of file that might hint as to the cause of this issue?

    Returning to a symptom of your basic problem with the yellow shield on your Defender icon, I found
    Windows Defender Security Centre warning icon yellow triangle - Microsoft Community

    Now it may be as you mention greyed out options, the last post is not applicable. Perhaps a screenshot of your Defender options might help.

    - do you see anything about 'some settings...' as shown there?
    - does O&O shutup indicate anything helpful?

    Note the reg file provided too, which you might try.

    I appreciate you sticking with me on this...

    Following the first suggestion, I have gone through all of the options. In particular, I checked the group policies for Windows defender and ALL of the possible policy options are NOT CONFIGURED. I also checked the Policy registries and found none.

    I can't help but feel that this is all a restricted security issue. My login shows that I have Administrator rights. I even created a new Administrator account just to check and still the same results. What do you think? Based on the one message claiming that Admin has be restricted makes me think this is the problem.

    Given your last screenshot, suggests policy settings. However you don't have the red 'Some settings...' message. Noted you've checked the policy settings.

    Nontheless I do suggest you try the last two in my previous post, taking due precautions.
    (O&O shutup and apply the reg file- why not? just to see..)

    I downloaded and ran O&O and everything agreed. I also ran the registry file which deleted the Policy settings.

    The above image is cut/pasted from the link you suggested.

    Oddly, I don't see a service labeled "Windows Defender Security Center Service" but I do see a "Windows Security Service". Is the "Windows Security Service" the same or different from "Windows Defender Security Center Service"?

    It's the same service. The display name was changed for 1809 to match the renaming of 'Windows Defender Security Center' to 'Windows Security'.

    Have you checked to see if you have any remnants of MS Essentials left over from its uninstall during Windows 7 in C:\Program Files\Microsoft Security Client ? If so you could still try a second manual unistall in Win 10 .

    Yes, this was one of the very first things I tried. I did a complete manual uninstall, checking each key to see if it was deleted.
    I guess I'm at the end of my rope in this endeavor. I'll give it a couple of more days but it is not looking good.

    By the way, my Win10 laptop (which works fine) shows a 'Security at Glance' screen as below:

    Where as my messed up computer doesn't show the Virus protection option at all (although it is running, as it shows up in the service screen)
