This article intimates that it's a Comcast problem, although other ISP's are affected and reports coming in this morning on the MS Outage Report page are showing problems in Hong Kong, Japan and Malaysia in addition to the US, UK and other locations in Europe. Some observations -- MS does not ping off Comcast and since other ISPs are involved, it points to MS but it may not be their problem alone. Also, switching to Google DNS does not work for everyone. On my machine, the behavior is different this morning. Yesterday, Windows Update showed Defender updates stuck at 0% downloading. Today, checking for updates, WU just checks for 5 minutes and then shows everything up to date. Checking for updates from within Defender this morning just shows checking for a few minutes and then saying it's up to date. Yesterday it just sat on checking indefinitely.
EDIT: Tried switching to Google DNS from Comcast (both ipv4 and ipv6) -- doesn't work for me. I've got to wait it out and update Defender manually from their definitions page.
Mexico is again reporting the issue and you can now add Brazil and a small bit of Australia.

So far, nothing has worked. This is going to be a "sit it out and wait" and just manually update from Latest definition updates for Windows Defender Antivirus and other Microsoft antimalware - Windows Defender Security Intelligence
Absolute joke from MS. Clearly something they have done / decided to meddle with. But they are showing no sign of acknowledging let alone of fixing
This post at Xfinity proved to be exactly correct for me. Switching to Google DNS (on my Win 7 machine) instantly provided the expected response. Worth a try for you non-Comcast folks:
If you are on Comcast, in command prompt (no need to be an elevated user), type this:

The output will be:

Not that I have seen. I don’t think every bt user is affected. I have been looping btcare on twitter posts to MS on the issue and asking them to look at this. But they said zilch, every bit as useless as MS
Well at least Comcast users are responding too.
