Cannot disable Windows Defender components to repair ownership error

This problem showed up about two months ago, after a Microsoft update. Windows Defender began generating a stream of event error ID:16 - Error while updating Windows Defender status to SECURITY_PRODUCT_STATE_ON. Each error message is stamped with the same Date & Time which makes me think that the Events log crashed.
Found the problem immediately. Of the four Defender related services, three are logged on as Local System but the Windows Defender Antivirus Network Inspection Service is logged on as Network Service.
The problem is that I am unable to stop these services to enable the settings.
List of Defender related services and their status:

    Columns:
    Name:
    Startup type:
    Service status:
Is access enabled or disabled: (There is only one user and one Admin account on this desktop ).
    Logged on as:
    Code:
Windows Defender Security Center Service Auto running controls disabled Local System
Windows Defender Firewall Auto trying *1079 controls enabled Local System
Windows Defender Antivirus Service Auto running controls disabled Local System
Windows Defender Antivirus Network Inspection Service Manual running controls disabled Network Service
Windows Defender Advanced Threat Protection Service Manual not running controls enabled Local System
    * event ID 1079 is also a logon error for
    Windows Defender Firewall.
Also tried Windows Club software to stop the services and that didn't work.

Sounds like the update may have gone wrong. I would try checking for system file corruption first:

Run SFC Command in Windows 10

Then, possibly this system image health checker:

Use DISM to Repair Windows 10 Image

If still no problem found, consider a repair install,

Repair Install Windows 10 with an In-place Upgrade

or even a clean reinstallation of Windows.

mta3006, nothing is broken or corrupt. Performed all the recommended tests. But, there is a permissions and ownership issue. I mucked about the accounts permissions and folder ownership awhile ago and now it came back to haunt me. Is there a way that I can reset the security and permissions to their defaults?

Found these tutorials by searching for 'reset the security and permissions' :
The first one should be useful if you know the exact location(s) that are affected; the second is a global reset.

mta3006, Much thanks for your efforts. The permissions were really screwed up and the permissions or changing the ownership was also corrupted.
But I found a simple solution from Microsoft (a surprise). Downloaded subinacl.msi from MS and created a "reset.cmd" file which resets all registry entries to default with the following commands.
    Code:
    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
    subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
    subinacl /subdirectories %SystemDrive% /grant=administrators=f
    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=system=f
    subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f
    subinacl /subdirectories %SystemDrive% /grant=system=f
It is recommended to let it run at least 15 minutes, and the reboot. This corrected the ownership and permission issues. Thanks again
