I've gotten the same issue since I upgrade to 1809 a few months back. Theres ZERO solutions on the web for this issue. Guess i'll just wait for the next Windows 10 up date.
I've ran SFC also. I use Emsisoft on my PC its gotta be related to having Defender and another Antivirus... IDK

I have this same issue, I use Panda Dome and am unable to find a solution anywhere.
Same as the abover posters. I use emisoft as well. I won't worry about it for now. Hopefully someone comes up with an answer/solution at some point.
I had the same issue and now the issue is gone. Error ID 17 "Security Center cannot validate caller with error DC040780."
I'm using Emsisoft Anti-Malware Home version 2020.4.1.10107 latest version.
