    I have the same problem. I tried setting that registry value in my admin account but I can't write to the key (see below for Registry error and Event Log entry). Any ideas how to fix this? This is a glaring bug which Microsoft should have trapped before release.

    If you read this before edit...disregard. I thought that the OEM partition created by Windows update install had something to do with Offline scan. I was able to get it to run twice...but a third time later in the day failed. I have the registry entry listed above by the way and it still doesn't work.
