Since all of the higher rated VPN's use good encryption methods, I was wondering, if you are already on a secure website does adding a VPN fully protect your traffic from snoopers? Thanks.

Your traffic is seen from the beginning and the end. In between through the tunnel, the information is encrypted. I use SmartDNS Proxy and it uses the OpenVPN standard.
I still don't understand why VPN providers clearly state they provide anonymity on public networks. If that isn't true, why do they state such?
Just because you read something on the internet it doesn't make it true, VPN providers could be recording everything and you would never know.
If I was a government agency that wanted to look at communications that people wanted to keep private then setting up a few VPN providers would be like shooting fish in a barrel.
Then how do you know you have a good VPN if you can't trust reviews?
