    "You might want to check out the link I provided above."

    Which link ?

    I see no link.
    Sorry, I should have made the word bold or italicized. It's the "this" in #7.

    Is your Internet connection set as metered?
    No, it is not metered.

    Actually a 'correction' to my earlier reply...
    Having just turned on my computer, I paid 'special attention' to the Windows Defender icon as the machine booted up....in view of the issue raised here.
    I do not think this is the exact same issue. You have the red cross while Windows Defender figures out what is on and not. I have a yellow exclamation mark all the time, even when Windows defender report everything to be green...

    Then, I'd try a Quick Scan as Steve C mentioned. Also, check Event Viewer, particularly on Security.

    I could not find anything in the Event Viewer. I'm not really sure what to look for either in there, but there were two failed entries from today. I could not really see what they were though...

    If by Quick Scan you mean antivirus, I do run these once a day using my paid for antivirus software

    Is your WD still active? If it is, and WSC is giving you the notice, then why not scan using WD, as Steven C mentioned based on his experience, and see?

    I did so. It did not clear the yellow exclamation mark unfortunately...

    Of course, you did. And, your WD definition is updated.

    How about
    1) Hiding/removing items inside WD (Device Security, App & Browser, etc.);
    2) Using a dummy account;
    3) Uninstalling the other anti-virus and security programs; or
    4) Going into safe mode, although I don't know if WSC should appear here
    to isolate the cause?

    Defender should have been disabled if you are using a third party AV.

    My wife and daughter also have user accounts on this computer. Neither are administrators. My wife's user account appears with a green "no action required" mark in the Windows Defender tray while my daughter and I have this yellow exclamation mark. All accounts have the same settings as far as I can see...
