Maybe it was OEM license, but clean install should clear restrictions, at least in Home version.

Sorry we weren't able to fix your problems.
Don't be sorry, atleast your tried, gave me suggestions on what should I try and I really appreciate that! Some people can't even give suggestions on what should you try to fix your problem. Really, thank you guys!

Tried this again after Windows reinstall, still the same thing happens.

Right now, although unlikely, I can only think cause by a difference in Windows versions. I am running 1803.

You can try the GP alternatives suggested by the others here. Or, did you remember to try this?

I'm on 1803 too and I wanted to try that method but gpedit.msc doesn't exist for me in SysWOW64.

Why are you looking for gpedit.msc in SysWOW64? Unlike the one in #19, which goes to a BAT, the one in #62 points you to an installer (setup.exe) for gpedit.msc. I haven't tried #62 though, because #19 installed in my system without problem.

If your system continues to refuse installation of GPE, why not go straight for regedit to fix your original issues? I think whatever policies are set in GP have to be written in the registry anyway. I would just drop gpedit for now, and look for info about directly working on the registry as equivalent to what are to be set as policies using GPE.

This is thinking forward. I encountered cases in which the Regedit wouldn't let me to apply changes even when ran as admin. During those times, I had to call up Regedit as a Trusted Installer instead as mentioned in #23.

FYI: You might find registry settings in the spreadheet that you can download from here:

Download Group Policy Settings Reference Spreadsheet Windows 1803 from Official Microsoft Download Center

I can't help you with that because I do not actually use Windows Defender (I uninstalled it)
