    Thanks. I just posted to show an example of where using Group Policy Editor has no effect. Regarding the Disallow Run key you can also get the same result using Image File Execution Options with Debugger do block named executables.

    Do you have a system image backup? If so you can try creating a new user account but keep data from your old account.

    Method:

    Enable hidden administrator account.

    Enable or Disable Elevated Administrator account in Windows 10 | Windows 10 Tutorials

    Sign out of your account and log in to administrator account.

    Download this:

    I'm not going to bother with this problem anymore, I just wanted to fix it to be sure like it wouldn't go deeper into other settings. For now it seems alright, let's say it's solved and maybe other people will find a solution to a similar problem.

    one more question. Did your laptop came with this Windows version? Or did you get Windows separately? Does it shows "activated"?

    I actually bought it used, when I got it Windows 8.1 was already on it. When I installed Windows 10 it stayed activated and even after this reinstallation it still shows that's it's activated and I used .iso from the Media Creation Tool.

    Maybe it was OEM license, but clean install should clear restrictions, at least in Home version.
