    On programs like Google Chrome F11 works but in games like Counter Strike : Global Offensive it doesn't.

    Do you, by any chance, have school account set in Outlook?

    Other possibility would also be System mechanic.

    I don't even use Outlook. By System Mechanic you mean iOBit System Mechanic? But does it really help?

    More than Outlook, I was curious about account (any exchange account that is). User can assign that as business or school account and Windows will could insist to connect it to system. Symptoms would be, that message (some settings ara managed...) all over the place

    Well, no I'm not using any accounts. And I'm not using things like System Mechanic.

    From CS:GO forums:

    Under the game settings tab in CS:GO, there is a "Enable developer console" switch which I turned to "yes." Once I did this, any key besides ` worked. I set mine to F11

    Yeah, was aware of that. Wanted to check, if it's possible to reassign in one game.

    Did you try with external keyboard (assuming you are talking about ASUS laptop)?

    With that enabled, you can try using the filter option to easily locate enabled policies, for example:
    "This setting is managed by your administration" Windows Defender-1.jpg
    (E,g. click Admin Templates, then View, Filter options, configure, then click Filter on)
