    Are you trying to run TOR? It uses port 9050 by default but switched to 9150.

    Not much else does - see here List of TCP and UDP port numbers - Wikipedia

    Of course most anything can be changed to use different ports but connection refused (from your localhost 127.0.0.1) means Windows is trying to connect (to whatever service) and being told no.

    If it is TOR then upgrade it. If it isn't then what are you trying to connect to?
