Update: After disabling System Restore yesterday, the daily restore points "Windows Module Installer" were deleted. I just performed a manual check for updates, Defender Definitions downloaded and installed. To my delight, there was no entry for Windows Module Installer" restore point. I'll double check after the next reboot.
Hmmm, My Defender updated twice today (first one manual & second automatic) and neither one has created a new Restore Point.
Defender Updates are not software to be installed/updated. They are just def files. Data. Nothing to "install" in that sense. The wording while they are being processed is a little misleading. Says "Installing", just like it would for anything under Check for Updates, but it's actually "applying". Data, not software.
This must be new, only started for me a couple days ago ... I have system restore on and Windows Modules Installer is creating restore points. Looks like it's the Windows Defender Verification Task in Task Scheduler as Windows Modules Installer created a restore point today 8-8-2018 @ 5:58:11 PM EST ... which corresponds exactly to the last time Windows Defender Verification Task ran.
Task Scheduler Library > Microsoft > Windows > Windows Defender

Just checked my Desktop PC and and same thing ... Windows Modules Installer created a restore point today 8-8-2018 @ 6:38:10 PM which is the exact time Windows Defender Verification Task ran.
