You reminded me of when I was at my brothers' house when he was trying to follow instructions over the phone. When I walked in, he asked me to talk to that fellow because he was getting lost on how to follow the instructions and fortunately I was there just in time before any damage was done. Anyway when I took the phone, I thanked the guy for letting my brother know his computer had a problem so we'll visit our local computer shop and I hung up immediately. Following that I checked out his computer so he could see there's nothing wrong with it. Then the computer talk about why not to allow any stranger who calls out of the clear blue sky over the phone to fix your computer.
Just keep 'em talking and then when you are bored say 'Windows... so is that the one with the penguin then ?'

I think if your plumber was looking for leeks he should have been in the supermarket shopping for his dinner!!
If anybody phones and says "you've a problem with Windows" I would just say - I've got triple glazing installed with security checked, approved and certified by the Police so Thankyou and then put the phone down.
I won't actually have / need a landline soon so these problems should just go away as I block any calls with "identity withheld" or similar on mobile device.

Do the following steps:
1.Set your browser to default setting.
2.clear cookies and temprory internet files.
3.If still there is problem then, restore your system to an earlier point.
