Windows theme Infected: System Restore Error message.

    I know I should not have done this ;
but at the advice of a stranger online called " undefinist " ( at a Deviant Art Forum )
I installed his/her windows 10 visual theme called "OBLIQ DARK VS 10".
I followed their instructions , i download their files
and went to a different site i was instructed to go to download a file called
    UltraUXThemePatcher .
After activating that and other files i thought were going to give windows a new look,
    everything went bad .

At first i could not run programs. System restore appears to work at first after a few minutes says something like a antivirus is preventing it from working . I tried repeatedly different restore points too. No programs even worked.
I then noticed something on my desktop i did not notice before called " Software Policy ",
so i just pressed out of desperation.
Must have been planted by the theme or UltraUXThemePatcher .

    Then my programs worked so i can get online ;
but system restore still wont work.

Now i get a on screen message every few seconds that says:

    -: Software Policy :-
    Policy is Unlocked, leaving computer
at a non optimum level of security.
Please allow elevation of this process
via the link on this system-tray icon,s

I don't know if i should even press it at this point. everything i do makes it worse
and likely set up by the people i downloaded the files from.

I just want to get system restore to work again so i can hopefully undo this mess !

If you have a disk image created before this incident, then restore your PC from that.

We constantly urge users to routinely use disk imaging to protect themselves from anything from disk failure to user mistakes to failed upgrades and give themselves a means of recovering relatively painlessly and without technical help.

Macrium reflect (free) + external storage for disk image sets.

I've meant to learn how to make a image recovery. but i dont know how. im sure in the past i was given many chances to learn about it, but i failed to follow through. This time for sure I will create a image ; soon as this problem is solved.

Creating an image in Macrium R is pretty straightforward- connect USB disk, start the program, 1 click, select the destination for your first image, start the process.

Basic tutorials here, also a video or two, youtube videos etc.

    Try uninstalling UltraUXThemePatcher.

Assuming there's no virus or trojan involved.. I'm going to guess you need to do an in-place upgrade repair install.

Note: What is your current build number? (Wndows key + R, winver).
    If 1803 then proceed.

    If not, post back.

If you can boot to normal mode, you can do what I suggested above.

To boot to safe mode, you can try via the power button on your logon screen, SHIFT + left click restart, then navigate through the prompts.

If you can't get to Safe Mode, you need to try repairing your PC.

You cannot do an in-place repair install upgrade from Safe Mode.

Meanwhile, be prepared for the worst- a clean install. While you can, make sure you have full backups of all your personal data and settings. (One way to do that is- yes- to create a disk image- because you can extract files and folder from a mounted disk image with file explorer in the usual way).

I dont have extra storage at this time. i imagine a disk image would be stored off on a portable drive ? i have one that is totally full.

For example, yes. Or some networked storage.

A base disk image (the first) of a typical Windows installation might be about 50-60% of the used space of all the partitions imaged. A lot more if there's a lot of (already compressed) media content. Subsequent differential images are smaller.

    E.g. I image a 256Gb SSD + 1Tb HDD. I use a 2Tb external disk.

You really need to have backups.

As you have 1709, to do an in-place upgrade repair means you need to get a 1709 iso. That must be the same base language as your installed Windows, and x32 or x64 as appropriate.

You can get one here (and yes, that means you need the disk space to store it- don't- please don't- put it on C: !! )
