    apps are not allowed

Since 1803 whenever I try to install anything, I get a notice it cannot be done and following is a statement about 'allowing an app'. It seems the firewall is too tight or something like that. I know nothing about this but I cannot enter an app if I can't see it when the popup appears.
I just set the firewall to default and hope I can allow one as I see it.
How do I allow apps I choose when I get that block?
It used to be UAC I think.

I am trying to resolve why I cannot download . Here is an example:
If I download Unetbootin it is ok.
When I try to download one of the distributions there is a warning that it cannot be done. After going to the downloads folder I see where it says it is blocked because it is lacking permissions and there is a place to 'resume' if I wish.
Is this common behavior for 1803 with Chrome?

I'm not on 1803 and I don't use Chrome but do use Chrome variants. There a lots of reports of problems with Chrome after upgrading to 1803.

You could check for this update and install if missing.

    Microsoft Update Catalog

Download file and open an admin powershell prompt.
Type the following command: wusa.exe "FullPathTo.msu"

Replace "FullPathTo.msu" with the actual file path for the file you downloaded.

    Suggest saving the file elsewhere.
