Windows 10: Smartscreen can't be reached right now.

Smartscreen can't be reached right now.

Woke up this morning to this issue with DL apps. I checked SmartScreen settings and seem ok.
Ran WD scan and was ok.
I ran MBAM and I did get an error with SDKDatabaseLoadDefaults failed with code:20012, so I ran there cleaner app and installed newer version 3 (was on 2.2). Anyway ran that and came up clean.

Thinking maybe MS servers are an issue, I tried my 1803 VM and the same issue came up with SmartScreen.

I did Run SFC/scannow and dism /online /cleanup-image /restorehealth just to see and all good.

Of course, I can disable it but was wondering if others happen to have this.

PS: I have my network set to public (been like this for a long time w/o issues), I saw a someone post saying it needs to be private but couldn't find any sources to this.

    Thanks
    Ed

Your network only needs to be private if
    (a) you are on a local area network with other PCs or computing resources
    (b) you want to be able to access those other PCs or computing resources.
Here's a HowToGeek article that discusses the private/public network distinction: Whats the Difference Between Private and Public Networks in Windows? . All this said, I can't find anything that requires the network one is using to be private for SmartScreen to work. But you can check to see if SmartScreen is turned off by running the TenForums tutorial: Change Windows SmartScreen Settings in Windows 10.
Why don't you try that, and see what it tells you?

I have read in past on public vers private (I have it set to public for added safety as the firewall settings are stricter.
I checked to turn on/off and its set now to warn, the reg is correct too.
As I said I can turn it off but that turns the feature off. I guess I will just wait an see if it clears up might be ISP thing, temporary.

PS: I am on local network with no other system, no router even. and no wireless adpter set up.
Just straight system to cable modem to ISP.

    Thanks for input.
