The same happened to me on a clean w10 1803 [17134.112] installation. PC keeps saying reset TPM every restart.

Yep, this release has still a lot of loose ends to tie together. Overall it's stable though.

I had no update for my system. By running TPM.msc I was able to execute the "Prepare the TPM" to provision it and make it ready. It then cleared the message. You can check this site for more info.
