I was having this on my desktop system - the laptop was fine. I have (for now) fixed it by changing the settings for the security center service from "Automatic (Delayed Start)" to "Automatic". This has not had any noticeable impact on boot times, and I have not noticed any other issues.

    To make this change:

    1. Type "services.msc" (without the quotes) in the search bar
    2. Scroll down the list of services to find "Security Center" and double-click on it
    3. Change the Startup type setting to "Automatic" and hit "OK"
    4. Close the services window
    5. Re-start the machine to test

Uncheck Security messages for Virus Protection and Spyware and unwanted software protection
"Spyware and unwanted software protection" ticked and greyed out. What now? Am local and domain admin. Have also already applied HKCU DisableNotification registry modification. Also have F-Prot as antivirus.

Next to "Startup type:" the drop down options is grayed out. It currently says "Automatic (Delayed Start)" and cannot change it. This is from the only account for the computer so it must be the admin (non-tech/logic thought). How do we make the drop down editable?
