I just tried your suggestion. It said it deleted some files, and the rest would be deleted after rebooting. I ran it several times, and the folder is still there and hasn't been deleted.

Since you didn't comment on my previous post of using a Live Linux CD/flash drive to delete the folder, try Unlocker. Once installed (there may be a portable version), you right click on the folder and select Delete. It will either delete the folder immediately or delete it on the next boot.
It says the folder isn't locked. If i click delete, it says unlocked and delete failed.

Then your back to trying Live Linux CD/flash drive. Linux doesn't care a whit about Windows permissions, locking or access rights.
How to Create a Bootable Linux USB Flash Drive, the Easy Way
Edit: Just tried it, took about 10 minutes start to finish to create a bootable Ubuntu flash drive.
Isn't there a more simple and easy way to do it?

Simple and easy? Doesn't appear to be. The Linux Live flash drive is about a easy as it's going to get I think.
Barman58 gave you another way: Can't get rid of AvastUI #19
You didn't actually say so, but I'm assuming you did reboot the Revo try when it said so.
Do you use Macrium? The command prompt in the Rescue Environment is totally outside the Windows. Similar to the Linux approach. You could delete the folder from there with the command:
RD /q /s <folder name full path>
If not, do what Ztruker suggests. 10 minutes is nothing compared to the time already spent. To be a little blunt, and no offense..... you could have been done by now.
Seems like all my settings, options and programs are completely messed up on the administrator account, is there some way to transfer all my settings from my original account? Otherwise this might take a while.
