Sometimes these may help with recovery booting:

    Note
If you have fast boot or ultra fast boot enabled in your UEFI firmware settings, then you will need to temporarily disable fast boot or ultra fast boot to be able to boot from a USB.

How to Enable Fast Boot or Ultra Fast Boot in UEFI Firmware Settings for Windows:
Enable or Disable Fast Boot in UEFI Firmware Settings for Windows Windows 10 Tutorials

    1. Try another USB stick
    2. Try all USB ports (2.0 and 3.0)
    3. Maybe when using UEFI Bios you have to temporarily switch to Legacy in BIOS settings
    4. Turn off temporarily fast boot, secure boot, CSM if enabled

The steps in post #21 are trial and error to see if you can boot into advanced options.
When you are able to boot with the windows 10 iso it may take 5 - 10 minutes for the iso to load while viewing the Microsoft icon.
Then you will choose language, time, currency, and keyboard or click next.
    Then click troubleshoot
Then you have opened the Windows 10 advanced troubleshooting menu on the iso.

Problem Solved! remember the malware Doused and Kay? i kept ending their bs in Task Manager and deleting their files. it took over an hour. this crap was deep in the system including registry keys. this malware was sooo bad if you had the volume up high you would here hundreds of infomercials blasting simultaneously. malwarebytes and adw with Rkill did a killer job cleaning things up. thank you to those that helped!

Google Chromium? lol!!!!! these Russians need a new hobby

I still cant restore at an earlier date. system restore is useless on this pc. i guess i dont need to do a system restore if everything is working correctly. still bothers me that i cant do a system restore

It doesn't need malware to break system restore, Microsoft is quite capable of doing that without any third-party help.
System Restore will not do a restore to previous created Point

System Restore has been unreliable at the best of times. A better plan is to make regular system images with something like Macrium Reflect.
