    Can you check which folders is defender scanning? If there are any folders with large .zip or ISO files?

    You can check this in Resource monitor (click start and type resource - it wil show on top). In Image, check msMpEng and in lower part (under Disk tab) you can see which files are currently scanned..

    I think I somewhat fixed this problem:

    And this one to enable group policy (might/might not be neccessary for the Winaero Tweaker):

    Easily Install Group Policy Editor (GPEdit.msc) In Windows 10 Home Edition

    Do you have an alternative Antivirus solution? If you have it enabled before, that could be the culprit of high CPU usage.

    No, I had no other antivirus.

    So, you solved High CPU usage problem, but left with no AV solution, which could be a problem later.

    Personally I added entire Windows Defender folder to exclusion and this seems to resolve the issue. At least for now.

    However in my case Windows Defender was not causing 100% CPU usage. It was fluctuating between 30% to 80%.
