Can't open Settings (Windows Update)

    There is one odd thing and I don't know if it is related. When I open the Control Panel, the icons for Windows Update, Biometrics, and Performance Information and Tools are all blank, and nothing happens when I click on any of those three items.

    I suppose I don't really care as Windows Update was the only one that I will use, and I can now get to that through the Settings window.

    For those, like me, that could not use the posted solution. Try searching for and downloading the full/manual install for KB3081424 from Microsoft (about 150 MB). It fixed the issue for me.

    If you had the wrong directory permissions for something needed, Settings will not open.

    I resolved this problem by removing and then reinstalling the most recent cumulative update for windows 10. It turns out that most of these updates by MS have a disclaimer that says:

    Important If you install a language pack after you install this update, you must reinstall this update. Therefore, we recommend that you install any language packs that you need before you install this update. For more information, see Add language packs to Windows.

    As soon as I uninstalled the that update my search began to work correctly again, then I just let Windows reinstall the update and all was good.

    I know this thread is old but this should fix it.


    So I had exactly this problem, open settings, go to update and security, screen would flash up then disappear.
    I had been just going through the services and disabling things I thought wasn't needed, so I knew it had to be something I did. So went back and re enabled and found that the problem was the Update Orchestrator Service for Windows Update. This needed to not be disabled, strange thing is that it doesn't get started, but the service needs to not be disabled. Everything works now, kind of sucks because the info about this service led me to believe that it was needed only for administration people doing updates via the network, Anyway got it wrong and this should fix the problem for any other people that have this issue.

    Log off Windows (not restart) and then sign back in. You should have access restored to the Settings panel.
    Note that this does not fix the problem - it seems to re-occur spasmodically after reboot, but logging off/in will get it back.

    Hi there everyone,
    I installed Windows 10 / 1803 using a WDS Server Image. The Image was customized using a tutorial on TenForums. Also an answer file was used thanks to a Tutorial from TenForums. So far so Good installation ran smoothly. No to my problem: I created 2 admin accounts call the user1 & user2 and activated the built-in-Administrator account in the answer file. I logged in to the first account, checked for settings an adapted a few windows settings (Startmenü, Language settings etc. using Powershell-Script) and logged in to the second account and did the same. In the mean time updates were installed, HP Softpaq Manager was running.
    Now when I logged in to the 3 account the Windows Settings didn't open properly and the Browser didn't open either.
    I searched for hours an none of the solutions worked so far. I can open control panel, registry, explorer but not the settings and the browsers.
    When I log in to one of the other accounts they work perfectly..... .
    The order I logged in: 1. user1, Administrator, user2. Has anyone an idea??? Thank you very much
