Seriously? The webpage says "Download the tool".

Does it say ISO? NO. It says tool. Click on that and step #1 that appears under it:
    1. Find the media creation tool on the Software download page.

Again, does it say ISO? NO. It says tool. Click on Software download page.
    Windows 10

There are two purple download boxes. They say:
    Download Tool Now (32-bit version)
    Download Tool Now (64-bit version)

Do they say ISO? NO. They say tool. Click on the appropriate purple box, and run the TOOL that it downloads and one of the first options you will be presented with will be "Upgrade this PC now".

I click on the software download page and it pulls up the ISO download but that is from my mac. I pulled it up from Windows I get the tool download. That was my confusion. :/

Hmmm.... that's interesting. Sorry to be so blunt about it earlier. I wonder if a clearing of the internet cache on the Mac would change it?

It is likely looking at the OS and deciding where to send you based on that.
