Is that WSUS offline update tool smart enough to grab cumulative/rollup update patches instead of downloading the whole lot of individual updates? From the description it looks primary like an updater for security related patches.

The recent big rollup updates I'm aware for Win7 is the July2016 Kb3172605 update which has a prerequisite of KB3020369 and I think it includes the recent MS fixes for the slow update problem.
To tell you the truth, I don't really know. All I know is that is what kick started Microsoft Update to work in Windows 7 after letting it sit for several hours at "looking for updates" after the initial installation.

I'm looking into this since I need a win7/10 VM for testing and I found out that since Oct for Win7 there will be one cummulative update per month that addresses security/reliability issues and previous patches (before Oct) will be added as time goes on so in the end, there will be just one big all-in-one patch to apply if a clean reinstall is needed.
