Setting ethernet as a metered connection no longer working

I recently upgraded from v1511 to 1607. It went well.

Disappointed to find that many of my personal settings and preferences were reset to defaults. Still working through that nuisance.

On 1511 I had set my ethernet connection to be metered as instructed here:
Ethernet Connection - Set as Metered or Unmetered in Windows 10 - Windows 10 Forums.
    And it worked well.

After 1607 installed I had to re-set to a metered connection, as the registry value reset to default (1). The value is now (2) again.

But Windows update does not seem to be honoring it. Instead of saying "we found updates and you can download and install them when you are not on a metered connection", it just starts downloading.

    Any ideas?

    EDIT:
A wrinkle: The updates are not downloading. It says they are, but it has been stuck on 0% for a while now.

Hey TV2...I second that statement. I just recently updated to that build. It automatically switched my connection, that I had previously set as metered, back to a non metered connection. I went thru the same process previously to change the setting & it won't let me. It appears mine has downloaded the updates.

There was a bug in the base-release of 1607 around the 'metered connections' settings. It would appear to go straight to downloading updates once one had been found without the customary "we found updates and you can download and install them when you are not on a metered connection" and the optional button to 'Download now'. In actual fact it was honouring the 'metered connection' and not downloading, just looking as if it was (but stuck at 0%).

This was very quickly corrected in subsequent updates, but if you've just upgraded to 1607 you'll be on the base level until you get a Cumulative Update installed. To let the update download you need to turn off 'metered connection'. Once the update is installed you can turn it back on and it will work as it did in 1511.

...there was this problem in the initial release of the AU, documented here...
Wireless Network Metered Connection - Set in Windows 10

This was fixed in a subsequent update...
Wireless Network Metered Connection - Set in Windows 10

...and is working as expected (you get offered a 'Download' button) for me with build 14393.105.

    That is useful information.

One of my desktops is back to normal, but a second is not. Both PCs have all the same updates installed.
