Windows 10 kb3197356 not arriving in Updates

I have not had any issues with the 3194496.
This follow up fix 3197356 does not show up in my Settings/update. I am not searching for it via Updates.

I could download it manually now with Internet Explorer from the Microsoft Update Catlog page AFTER IE11 was reset yesterday to default then the required Active-X installed. Until yesterday nothing displayed via my IE11.
Otherwise this site Download Windows 10 update KB3197356 manually to fix installation issues has a link that works with Firefox. My Firefox Download says that link is a 6 hour endeavor for me.

If this 3194496 is not installed will there be an effect within Patch Tuesday activity?
(WHAT MORE could they offer to patch after all the incoming through Sept?)

This cumulative update KB3197356 was to resolve an issue in which some sites do not load in Microsoft Edge after KB3194496 is installed. This issue occurs when a user is on a page that specifies a character encoding hint that isn't present on the computer, and the user browses from that page to a location that uses HTTP redirection.

If you don't have the issue, then you don't need to install it. If you like, you can use the links from Microsoft in the first post below to download and install KB3197356 though.
