2 different KB3189866 updates, or is it just the same thing ?

Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3189866) was stuck at 98% so I downloaded and installed it manually (link provided by Softpedia).

But one thing is bothering me though :

In my update history it shows that Security Update for Windows (KB3189866) is successfully installed, while Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3189866) has failed to install and need to be downloaded again.

I'm confused : are they actually not the same thing ?
Are there 2 different updates with the same KB number ?

No Microsoft aren't trying to confuse you, they're actually trying to be helpful by recording a full history of your PC's attempts to update.

Both entries refer to the same update. The update history is in chronological order, newest event at the top. The 'failed' KB189866 will be lower in the list, and tells you that on that date update failed. The 'successful' KB189866 will be higher up, showing that subsequently you manually installed it and succeeded. The different wording (the 'Security update' part of the name) shows that it was done with the stand-alone package rather than through the automatic windows update.
