For everyone having this issue, download the update KB3189866 from the Microsoft Catalog here: https://catalog.update.microsoft.com
If it does not allow you to continue from there saying you need Internet Explorer 6.0 or higher, click one of these links that correspond to your OS (Operating System):
(If you don't know what OS you're running, right click on the start menu and select "System" and it should tell you if you're on a 32-bit or 64-bit under the "System" section under "System Type"

If you are having issues installing the package, follow these steps:
1. Open CMD in administrator mode (right click on start menu and choose "Command Prompt (Admin)"
2. Type the following command: net stop wuauserv
(If the service fails to stop, try runnning the command again. If this still doesn't work, open "Task Manager", go to services, find wuauserv and right on it and then click "Stop". If all of these fail, restart your PC and follow these steps again.)
3. Install the update package.

This MAY BE the REASON why the download got stuck...

Last night, windows defender downloaded fine, but Cumulative Update Version 1607 for x64-based Systems (KB3189866) got stuck at 95% like it did for many of you. The twist was that I also lost internet connection.
The DSL router seemed to work fine, with all the lights on, but I restarted it anyway. Did not make any difference, still no internet connection. At a loss, I shut down the computer and went to sleep.

Today, no problem starting the computer, but still no internet connection and same 95%. So I started checking what changes Windows may have made to my PC.

I do NOT want Windows to "manage" or have control of anything on my PC, so when I saw that "Allow Windows to manage homegroup connections" was ticked, I knew it was something new.
I changed it to "Use user account" (screen shot) ... and POUF! instant internet connection. Within minutes the whole thing was downloaded and starting to install.
I don't have a homegroup (something that was added by the Anniversary update), so I suspect that after switching to manage it, win10 couldn't figure out what do without it and stopped all connections.

• To get to the homegroup settings: type "sharing" in the search box. It will bring "Manage advanced sharing settings".

Now, I have a problem I hope you guys can help me with.

When I installed win10, I made sure that I did it with a local account (I don't even have a Microsoft account). I am the only one using this computer, so I don't have a password.
Today, When I saved "use user account", it told me that I needed to logout of the computer. It gave me the option to do it later, but what will happen when win10 automatically restart the PC to finish the update?
I've never used the "logout" option, so I'm not sure what it does when there is no password.
I hope the PC will just restart as usual without even asking for a password, but I'm a bit worried. Any danger that I'll get logged out with no way to get back in? I only have a few hours before it automatically restarts...

Something similar happened to me yesterday. I needed to log out but have the PC set to use a local account with no password needed at boot up.

I logged out and sure enough I was asked for a password to get back in. I tried entering my normal MS password but it kept saying it was invalid. Wondered what to do next (lol and I honestly can't remember now) but it was either do a restart... is that option available from the symbols on the login screen ? or I just powered off (have the power button configured to shutdown). All was fine though.

Same here. I don't know what to do. I have restarted and ran the Windows Update troubleshooter. It's still stuck. I hope Microsoft fixes this problem.

I was stuck at 95% for 15 hours. I restarted but, rather than run the troubleshooter, I went straight back to Update & Security and clicked 'Try again' - worked perfectly this time, just 10 more minute to complete.

Thanks for the advice in here regarding the manual download of the update.

I have done this but have another problem - the update is still showing in my update status as sitting at 45% despite the fact that I have manually downloaded and installed.

When I go into my update history it is showing that the security update was manually installed okay but there is no way of removing it from the update status. I thought that when I manually installed it then it would recognise this and no longer show up.

Any help would be appreciated.

Depends how long it's been there- this is a big update and may take some time - either way I always download the msu file and do the standalone update.

Hard shutdown while an update is running is not recommended - but if you wanna take a chance - it's up to you...
this dism command is to cleanup after an update - you may have to restorehealth first before the update then componentcleanup...

Like I say, I do manual updates so don't encounter this type of thing...

How would you know an update was running when you shutdown unless you happened by chance to look at Windows Update in Settings. Shutting-down shouldn't make any difference as Win Update should manage the background process.
