ok the recovery usb made from the HP junk only offers to do factory wipe and such. Im currently using media creation tool to make a bootable usb to attempt previous instructions for fixing the boot records

Good, Ryan! After you make the thumb and (hopefully) fix the boot records, hang on to it. It may come in handy.

Normally, if clean install did it, it would be 450MB, but who knows what logic HP is using to customize things.

    Wonder what he's doing.......
    Yes, mine is 450MB.

sorry for the delay, fix mbr was unsuccesfull and I was unable to try the reset as it says the drive is locked? i took pictures to show what was going on. I previously backed up all my personal files. Its a fairly new laptop so not much has been put on it. I transferred it over to an external. I now have a hp system recovery flash drive and a windows installation usb.

I think the locked drive issue is because you have Fast Startup turned on in power settings.

Based on all that, and the fact he has all his stuff on an external and it's not loaded up yet.....Clean???? Get it over with? Nice, fresh, no HP baggage? All nice and neat partitions?

Absolutely. Unless there is some software that came with the system that he absolutely needs. I say, totally clean install, to an unallocated drive.
