Did you do anything to stop the updates, they are set to auto by default ? Did you restart computer at all since it started updating ?

Actually problem could be related to issues with MS servers.

I would delete all files in c:\windows\softwaredistribution folder and check for updates again.

I have it like that and check every morning or if I hear about it from someplace else. I'm on insider ring so it's even more important to me.

No there isn't any way to turn off updates completely, just workarounds that might work for what you want.

Did you try the suggestion from TairikuOkami in this thread? regarding updates

You posted a question about this in that thread a week ago, there wasn't a response whether that worked for you.

Home version has no option to choose. The best way is to set your network as metered, that will prevent Windows from downloading updates automatically. Then you can use Windows Update MiniTool to download and install, what you want.

Go to Services and set Windows Update to Manual. If 'Check for updates' finds nothing, the Service will stay running. If the Service is running, Stop it, or reboot.
