Upgrade to Windows 10 Home, version 1511, 10586 Failed 3 times

I have a 4 week old HP notebook with Windows 10 already installed.
The above Upgrade (Update??) has failed 3 times & I suspect it is the
root of other problems (Can't create more user accounts, can't sign in
to Cortana.)
According to the web others are experiencing the same problems.
Would appreciate some advice.

Hi donnyboy and welcome to Tenforums.
You could try downloading the ISO and performing a repair install using an in-place upgrade.

Basically, you right-click and mount the ISO, then run setup.exe from it.

Have you tried running the Update Troubleshooter at Control Panel\All Control Panel Items\Troubleshooting\All Categories?
