I gave it a go and nothing. Reinstalled 7, activated it, created the Genuine Ticket. Upgraded to 10 offline, copied Genuine Ticket into the appropriate folder. Went online, not activated. Entered the good Win 7 number, not successful.

Did you RESTART after copying the genuine ticket?

From a command prompt (admin), what error do you get if you run:

    slmgr /ato

Even though you are not upgrading Home to Pro, I would follow the last option here :

    https://support.microsoft.com/en-us/...ng-home-to-pro

Check to see if it is activated after changing the product key to the generic key.

When I installed 7 (Pro, and yes it matched with 10) I used my 7 All In One Flash drive and entered the product key after the fact, and it said it was activated. When I went to 10, I used media I put on a flash drive using the Media Creation Tool, and selected "upgrade", and "keep all of your files". I also then deferred entering a key thinking it would auto activate with digital entitlement.
Where did you get the Windows 7 product key from? Earlier you said there was no COA sticker?

I tried the generic key and no activation.

As for where I got the 7 key, I'd rather not say, but it did activate so I'm not sure why it wouldn't also activate 10.

We cannot assist if you are using a dodgy or even illegal key.
