My own version 1511, 10586 update stuck at 25% for 5-6 hours

I have looked at various "solutions" through Google, seeing various threads here, on MS forum, and Reddit.

I tried the MS media tool, and got the same error as Solved Windows 10 Pro, version 1511, 10586 update fails multiple times - Page 2 - Windows 10 Forums

    I tried a MS post http://answers.microsoft.com/en-us/w...2-fc804b200658
stopping/starting the services (catroot one said access denied, another either didn't say anything or was already stopped/started), which seemed to just remove the entry from the Windows Update window. After that it downloaded and wound up just being stuck again at 25% while I slept.

Windows is on my SSD. There is nothing special about my computer used for general and gaming use. All I have connected are the basics: USB keyboard/mouse/webcam/mic, monitor, non USB headset. I just have Windows Defender and basic Malwarebytes (manual updates and scans) as anti-virus on my computer.

This only started to do the forced restarts without my able to change dates a couple days ago. I have had defer updates on since installing Windows 10 a year ago, being notified.

I have tried sfc /scannow, update troubleshooter which can't find a problem...

Updating post after I try the Tech Bench method:

edit - I also have 177 GB free on the SSD.

edit - I am redoing the MS tool. I first redid the MS forum post of stopping those services but I didn't turn them back on (still have access denied on catroot, and I had to delete the old folder before renaming another to ".old"
Currently the Windows 10 Setup is on "Getting Updates", passing 60%. I don't remember if I got this far before.

edit - I also deleted the old system files / old windows setup files with Windows Cleanup beforehand. What ever I did, it appears it worked, as it is now at v1511, OS Build 10586.318
