    To be sure of the reagentc info, please post a screen shot of diskpart

    Oh perhaps I should also ask where this machine came from - was it a Corporate machine at one time?

    There's an interesting bug in earlier Win10 re: Some settings are managed by your organization

    Please query the policy settings on your machine and attach both output files to a post:
    Command Prompt (Admin)
    reg query "HKLM\SOFTWARE\Policies\Microsoft\Windows" /s > %TEMP%\qryHKLMgp.txt
    reg query "HKCU\SOFTWARE\Policies\Microsoft\Windows" /s > %TEMP%\qryHKCUgp.txt

    Win10 Pro / Enterprise (not Home) required for the GPedit suggestions below

    One fix is to toggle Computer Configuration > Administrative Templates > Windows Components > Data and Preview Builds: Allow Telemetry in Group Policy

    A lot of people on many boards look and say "... but it's already Not Configured".
    The key seems to be to enable it (Options=3-Full), then change it back to Not Configured

    Sorry for the delay, I was swamped the last couple of days, and I'm heading out of town tomorrow for a day.

    This is an old work computer. The company went out of business, and I was able to keep this laptop.

    The tpham and jkolchak users are former coworkers, but I don't know why those users are "new" because they are years old.

    I do see them in C: > Users, but they are not visible in Settings > Accounts > Other Users

    I feel like I am behind on what you need after missing out on the last couple of pages.

    Can we take it one step at a time?

    What is the very next thing you would like me to do?

    To be honest, I think the best thing to do is a Clean install.

    Use Belarc advisor to collect information about your current install, including software license keys.
    You'll need the keys to reinstall any purchased software.

    When the report opens in your browser, save it to your documents folder - that way it will get copied in the next step and be available later for you re-install.

    When you reinstall your software, visit the vendor site to see if they offer up-to-date download, instead of using the out-of-date install disc. You might have to use the original disc and then update after the software is installed - not sure what you have on your machine.
    As long as you have the license keys, you're good to go.

    Backup your personal data
    The easiest way is to copy your User Profile and any folders where you store things
    (some people use folders other than the standard user folder locations: Documents, Downloads, Music, Pictures, and Video).

    Then follow this tutorial: Windows 10 - Clean Install - Windows 10 Forums

    Read through the tutorial and ask questions if you need clarification. It is well written and covers all the bases, but some members miss something. The colored boxes have information that you don't want to skim over.

    The most common mistake made is that the drive is not clean when Windows starts to install. You want your drive to look like this image on Step 12 C or 13 A from the tutorial (the drive size is not important, just the cleanliness of it )


    Your machine only has the one HDD, so you won't run into the other common mistake of having more than one HDD connected.

    Your machine is MBR based. so you also don't have to worry about UEFI considerations.

    As long as you backup your data and follow the tutorial, you should have a good Clean install experience.

    Ended up clean installing W10, everything fine after that. Something got broken in registry or elsewhere. Was not that big deal with fast PC, about 15 min + programs. Had backups of all settings and files.
