Windows 10 updates will not find updates!

Not to mention, when I am on another compter and go to microsoft.com/en-us/download there is a "windows update" option, but when I am on the windows 10 laptop that WILL STILL NOT UPDATE, that option isn't there. What the hell is going on? This is after an entirely fresh install...AGIAN

And Now I cannot rename the softwaredistribution folder. The service is stopped (windows update) and it says it is open in another program. Why Why why why!!!!!!!!!!!!!!!!!!!!!!!

I am actually doing the offline updater now and it is downloading tons of stuff but I do not know what to do once it completes, it seems like they just download, but don't install.

Not sure if this helps but it does find updates for Office 2013 but nothing else at all, no windows updates.

The WSUS offline update says it is downloading and validating 1-197 updates, but what do I do once that completes? How do I fget them to actually install??
