I am the user who started this long and winding thread. Yes, the Tweaking.com application is ultimately what solved it. We had a great time trying and discussing a lot of things to try to keep me from having to wipe my drive and reinstall Windows. I could not afford to do that because I was in the middle of a project and did not have the time to reconfigure my entire desktop.

It's possible some of the other things we tried might work for someone else. You might try the 'In-place Upgrade' or one of the other methods we tried before Tweaking.com. One of the gurus here said that he couldn't figure out exactly what Tweaking.com did and wasn't completely sure it was safe because there was some ambiguous stuff going on. Not dangerous, just unclear what was happening. However, in the end, it's the only thing that saved me after spending two weeks or more trying EVERYTHING else.

No one here can just "give you a solution." I'm afraid it will be different for each user. As difficult as it sounds, you'll need to read this whole thread post by post and try what we tried. We tried the simpler things first and the more invasive things last. If by the end you still have the issue, then try Tweaking.com's code. Or, backup your drive(s) and just roll the dice and do Tweaking.com first. Your choice.

So yes, do use this thread as a guide. I know it's long and tedious. But don't tag on. It will make it harder for other users to evaluate and interpret this thread. Good luck.

To clarify about this tweaking.com program:
    - It is a program for which you need to know what to do before using it, or follow instructions from someone who knows what he does.
    - If you use it without the right knowledge or without the right guidance, you may end up attempting to recover the system health to what it should be where the best (easiest) option is a clean installation.
