Windows 10 failed update loop

The update creating this issue: Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3140743)

These are the steps of the loop:
1) My PC downloads this update automatically in the background. I have no option to stop my PC from downloading it.
2) I am forced to install this update. There is no option for me to shut down/restart without having to install the update.
3) During the restart, I get a notification that my PC was unable to complete the update and hence the changes are rolled back and the whole process starts again.

This thing has been going on for days, wasting my time and getting on my nerves.

Why is Microsoft so dumb?
A) If at all my PC has downloaded an update, why don't they save it somewhere on my PC till the update process is successfully complete instead of downloading it again and again wasting my bandwidth?
B) Why have they not given options to opt out of (downloading/installing) troublesome updates like this?
C) Is there a solution to this issue?

PS: I have not asked this question in Microsoft answers because they give dumb answers without actually hearing out what the problem actually is. They post some random answer and mark it as the best answer themselves!

Hi Bradex and welcome to Tenforums.
Frustrating, I know...

Please try running sfc /scannow to check the health of your system files. We're looking for "no integrity violations found" as the result. If it does find errors, please reboot and run it again - it could be run 3x or more until things are sorted. Then try a clean boot, and see if the update will install that way.

If you want to wait it out for a while, there are a couple things you can do - but these disable WU completely, and I wouldn't recommend leaving things this way:

Options 1&2 can be done only on a W10Pro system, while Option #5 can be done on both Home and Pro.

Edit: Here's another option to show/hide updates (hidden updates will not install):

Not sure if you need to get the update installed first, then uninstall it and hide it (haven't had to do this myself yet). I think, as long as it's waiting in the wings, you can hide it.
