"Update & security" tab on Settings flashes for a second, then closes.

Just finished a repair install, but it's still not working, any other ideas?

    No. I'm out of ideas.
    Sorry.

Please wait a bit for someone to come along.
    Good luck.

Try to run a few commands, in this one select to clean everything:

    cleanmgr /sageset:65535 & cleanmgr /sagerun:65535

Once it is done run this, it might take a while:

    Dism.exe /Online /Cleanup-Image /StartComponentCleanup /ResetBase

And lets not forget about this silliness, which can prevent opening apps, if set too low:

    reg add "HKEY_CURRENT_USER\Control Panel\Desktop" /v "AutoEndTasks" /t REG_DWORD /d 1 /f
    reg add "HKCU\Control Panel\Desktop" /v "HungAppTimeout" /t REG_SZ /d "10000" /f
    reg add "HKCU\Control Panel\Desktop" /v "WaitToKillAppTimeout" /t REG_SZ /d "10000" /f
    reg add "HKLM\System\CurrentControlSet\Control" /v "WaitToKillServiceTimeout" /t REG_SZ /d "20000" /f

In the meantime, you can use this to check for updates, download eng, unpack and put it into the same folder.
