update version 1511, 10586 fails and continously reloads

my system wanted "to configure a separate update".
It downloaded forever, then said the update failed - no explanation.
"try again" downloaded what appears to be the whole lot again, taking forever.
It failed - no explanation.
Now its downloading forever again.

Aside from not telling me why its failing, why on earth are we still downloading stuff from scratch every time? Even Kermit 30 years ago knew how to start where it left off.
And, yes, it is a big deal - courtesy of BT, some of us out here are still on less than 1 meg at the best of times, and frequently at 0.6K (not a misprint).

Try this.... From the cmd prompt with admin permissions.

dism /online /add-package /packagepath:C:\Windows\SoftwareDistribution\Download\c4a1b8896ce9fbfea96c1ee6890d52a5\windows10.0-kb3122947-x64.cab

Meanwhile it finished downloading the third time while you were replying and began "preparing the system to install updates".
It has stayed there on 32% for just over 1+half hours, with nothing happening on the system.

Restart via start menu, and all has gone away.

I shall await developments
