The problem is Windows Firewall will not start. In my last post I posted the error I got when trying to start it. And I also let you know that I did try disabling my firewall (Kaspersky), also didn't work.

I wouldn't have a problem dealing with starting Windows Firewall, but for some reason it won't start.

When opening Windows Firewall, It says "Windows Firewall is not using the recommended settings to protect your computer".
Clicking on "Use recommended Settings", Gives me an error of.
"Windows Firewall can't change some of your settings. Error code 0x80070422.

Thanks again for you response I do appreciate you trying to help.
I have the same problem as above, I have Kaspersky and received the 0x80070422 error when I tried to re-enable my Windows firewall so I could install my updates. Has anyone found a solution to this?

    It works for me

Irishtrash5 has it right, but some may not be following the instructions fully.
    1. Right click Start menu > Control Panel > Administrative Tools > Services
Find windows firewall and double click
    Select Start, and Manual
Now you will be able to go to control panel > windows firewall, and select "Use recommended Settings"
In my case, as I don't want to use the windows firewall, since I have my own, I have customised the firewall settings to stop it undertaking any activity.
Doing this, updating, and restarting causes Defender to start, so I had to go back and turn it off again.

This cured my update issues for now
