are we talking DR WHO ? or did you mean 2015 LOL.....I take your point, problem is nothing every leaves the Internet once posted...
So do I take it that ALL ISO downloads are with the November update 105086 or whatever it's called ?

still doesn't explain the strange behaviour in trying to get the web site in my previous post...
Read what is written in the screenshot you posted:
"You've been routed to this page because the operating system you're using won't support the Windows 10 media creation tool"
You got that because you were using an iPad and were redirected to a web page for unsupported operating systems.
On your PC, you were using an operating system (Windows) that did support the media creation tool so you were not redirected to the webpage for unsupported operating systems.
You haven't said what problem you are having when you try to download the Tech Bench ISO only that it doesn't work.
What do you actually see in your browser when you try to go to this address?Note that it isn't required for it to be downloaded on a Windows PC - I just tested on OSX and exactly the same method works as described in post #30.Code:https://www.microsoft.com/en-us/software-download/techbench
You can of course use Media Creation Tool if you prefer - just take the option to install on another PC if you want to make an ISO to do your clean install. Good luck :)
Ok trying now to upgrade vostro 1000, tried running setup from within Windows and told this PC cannot be upgraded to Windows 10.... so now booting from USB pen and chose custom install.....assume this is a clean install.....it accepted my Windows 7 product key, which is good news.....fingers crossed
UPDATE well it works, now have a dell vostro laptop with a clean install Windows 10.. I triied booting from the USB pen and chose upgrade it told me to restart the 'pc' and run setup from the install file...but that doesn't work, so chose custom and did a clean install, went flawlessly, even used the Windows 7 product key.....thank you everyone for your help and support and occaisonly steering me in the right direction LOL .....it's working very well so from XP to vista to Windows 7 and now to Windows 10....quite a journey...
