Would a motherboard alone keep the Windows activation license?

I plan to cannibalize my desktop for a Debian home media server, and need to get a new motherboard (as the old one is a MiniITX and i need more PCIe slots). I have Windows 10/11 activated on this computer, but I'm wondering if I can sell the motherboard with the Windows license, or should I just transfer it to the new motherboard in the near-zero chance i'll need it in the future?

From what I've read, generally yes, the activation status stays with and is dependent on the MOBO.

Typically, you can replace or upgrade hardware components such as:

RAM (Memory): Upgrading or changing RAM usually does not affect Windows activation.
Hard Drive or SSD: You can change your storage drive without affecting Windows activation. However, if you're transferring Windows to a new drive, you might need to reactivate.
Peripherals: Devices like keyboards, mice, monitors, and USB devices can be changed freely without impacting Windows activation.
CPU (Processor): In many cases, you can change the CPU without affecting Windows activation.
GPU (Graphics Card): Generally, changing the graphics card won't affect Windows activation unless it's a drastic change that triggers a different hardware ID recognition.

As to whether a different user building a PC on the basis of that MOBO and not having the benefit of activation being linked to a MS account would successfully find it activated- that's more interesting.

On what basis is the PC activated?
    - retail license?
    - one embedded in the BIOS/UEFI?
    - a free upgrade from Win 7/8.1?
