Sorry but you seem to be missing the point.
There will be no Windows 10 Version 23H2. Waiting or not waiting will make no difference.
Windows 10 will remain on Version 22H2 until the end of support in October 2025.

Well, I guess the reason why there was no Windows 9 was that 9 is a bad luck number in China or some crap. So knowing that, perhaps Windows 14? Since 13 is considered bad luck here? So much so that you won't see a 13th floor in a building or whatever.
