Update Windows Home from 1909 to 22h2

I have a friend who wants to update Windows Version: 1909 OS Build 18363.1556 to the latest version.
He has been trying but the update gets up to 96% and does not go any further.
What can he do to be able to update Windows to the latest version?
Edit He gets the error 0xc1900223

Diagnosing upgrade failures is really hard.
    Tool that may help-
    setupdiag.exe
    free from MS

    Informative sites:
    https://learn.microsoft.com/en-us/tr...roubleshooting
    https://learn.microsoft.com/en-us/tr...de-error-codes
    https://learn.microsoft.com/en-us/wi...rror-reference

    guidelines:
    Ensure stability of installed O/S
    (Check the disk 0- 3rd party prog; chkdsk C: /scan; SFC /SCANNOW)
Perform an in-place upgrade repair install
Remove completely any 3rd party secuity programs

Look at the log files and search based on failures foudn in the hope of finding a match.

Only a couple of people who had learnt how to do this used to help people over some days to try to resolve such failures.

Doing that second hand with minimal info is not on.

Have you tried manually upgrading i.e. download latest iso, mount it as a drive and run setup.exe.

Best to do a disk cleam up first and temporarily disable AV packages.

A well known problem with lots of this on the forum you will have to do a clean install that always works MS changed things and the old version wont have correct thing installed to do an update
