Then wait for Windows Update to offer 14316.

Well it received the update to 14316

I now have ssh via bash instead of puTTy and irssi installed and works!

The problem is you didn't read carefully. On the Microsoft page was clearly mentioned that you have to have the windows version of 1607 (anniversary update). After that you know what to do.
