steam not loading correctly

I have steam installed on seperate drive. so I just use a shortcut to run steam.

now the problem.
with 10 windows insider build,steam loads. but only loads the library. store/community ect. wont load just shows spinning circle in the top right.

I tried deleting all the steam files and httpcache except for the game folder and steam.exe

tried switching to beta
tried switching to non beta

still wont load web related stuff.

I also have windows 8.1 install on this machine. and I boot into it and steam runs great. no problems.

fixed it.


for some reason the steam service didnt get installed and running.


ran steam without admin and said the service wasnt installed. after that and waiting almost 20 minutes. it is now working correctly.
