Ethernet should work whereas wifi often doesn't function.
The troubleshooter often is not an option.
See if this administrative command prompt command can enable safe mode with networking:
bcdedit /set {default} safeboot network
Do you have another working computer?
If not use safe mode as much as possible including overnight.
What we need to know is whether BSOD do or do not occur.
Three to four days or ideally a week would work in most cases.
If this is not an option the next option is to clean install 1909 and observe for BSOD.
This process can take one to two weeks to have sufficient time to evaluate hardware and then each driver independently.
Once testing has completed the Macrium image can be restored:

I have two other working 2004 machines that upgraded no problem just this laptop that wont, I will leave in safe mode for a few days.
The longer the duration in safe mode the better for testing purposes.
Any crash while in safe mode is typically malfunctioning hardware.
No crashes while in safe mode and crashes while in normal boot is typically misbehaving drivers.
The duration of testing is critical and the longer the testing period the better.
At the end of the testing period collect new logs.
Report into the thread whether you saw reboots or whether you did or did not have to reboot during the testing period.
I have bit the bullet and done a clean install and my HP 250 G7 is now running but I am scared to install HP Support Assistant just in case it installs old drivers and gives a BSOD.
Did you clean install 1909 or 2004?
Were there any unexpected shutdowns or restarts while in safe mode?
Download and install HP UEFI Hardware Diagnostics > latest version 7.6.1.0 > run this version overnight in loop until error as performed earlier in the thread on the older version > the next day click esc > post images of the tests performed and the results into the thread

The computer should have Macrium backup images.
Monitor the computer for several days with only the Windows Clean install drivers with Windows updates.
Post a new V2 into the thread.

2004 was clean installed.
Was only Windows updates of non-Microsoft performed?
Please confirm that no non-Microsoft drivers were installed.
In startup and recovery system failure > uncheck automatically restart > reboot to maintain settings
No shutdowns or reboots in safe mode.
Windows update updated Realtek Bluetooth driver and Realtek Wifi.
Will disable auto reboot.
This link for the HP notebook only offers HP Support Assistant and without trial and error testing its unknown how it will perform in the current computer environment.

HP 250 G7 was not displayed as a supported model.
