I can privately share my 17017 ISO if any of you is tired of trying. :)
Definitely just a case of drive errors. Common issue with dual booting machines.
I have that issue from time to time.
I just scan the drive for errors and repair it, Works most of the time.
Sometimes I just restore the system partitions (not the main OS partition) from Macrium image,
But if that still fails, I just restore everything from image.
Downloaded this morning. I have dual boot (separate SSD's) and the OS selection screen comes up like it did before, no problems.
Set up a dual boot system and primary system failed so I restore from Macrium image to 16299.15. Download of 17017 started immediately with other downloads.

Successful restart 30 minutes ago and all seems well with ability to boot Windows 10 and three versions of Linux.

The 17017 definitely won't be RTM - it's an early version of the next release, presumably sometime in 2018.
Whether 16299.15 is RTM is a different question - I suspect the ISOs will go out as 16299.15 with cumulative updates available at the same time to take it to 16299.19 or above, but that's still not certain.
