I can confirm that
I know 2 non insiders who are currently getting the download (reserved win 10)

You might want to turn off sleep, hibernate, and shutting down your computer for the next 24 hours! MS cannot download if your computer is not on.

I am an Insider who never actually downloaded any of the development copies and the Win10 Upgrade just finished downloading (but not installed yet).

I was on Windows 10 before. I logged into Windows 8.1 and it started to download.
Notice the modification date.
